Residential Construction – Electric Vehicle Charging

A new law (Maryland Article -Public Safety §12-205), effective October 1, 2023, requires the construction of a new housing unit to include in or on the garage, carport, or driveway (1) one dedicated parking space with electric vehicle (EV) supply equipment that is fully installed (“EVSE-installed parking space”) or (2) one EV-ready parking space. The bill further requires the Maryland Energy Administration (MEA) to study the cost of requiring EV-ready and EVSE-installed parking spaces at multifamily residential buildings and related issues.

• EVSE - a device or facility for delivering electricity to an electric vehicle,

• EV ready parking space - a parking space that has electrical panel capacity and full circuit installation of a minimum 40-ampre, 208/240-volt circuit, raceway wiring, a NEMA 14-50R receptacle, and circuit overcurrent protection devices,

• Level 2 charging – charging capability of the EVSE with minimum of 208 volts.

This applies to all permit applications made on or after October 1, 2023.

ConstructionThe Department of Planning is responsible for protecting public health, safety, and welfare by enforcing the Town's Code. In the performance of these duties, the Department issues permits and performs inspections for all construction and development-related activities within the Town of La Plata.

  • Interior Alterations - Adding, removing or replacing any walls, doors or windows etc.
  • Replacement of columns, beams, joists, rafters or any other load-bearing components
  • Sheds
  • Decks
  • Solar Panels
  • Roof Replacement
  • Rental property
  • Fire or storm damage
  • Gazebos
  • Porches
  • Enclosing any existing structures (Carports, porches, and screened rooms for any purpose)
  • Adding, altering or removing any electrical, plumbing or mechanical
  • Signage
  • Use and Occupancy

  • Major Facility Fees - Major Facility Fees are levied to partially finance capital improvements to the water and sanitary sewer systems due to increased demand upon the system as a result of new development. A major facility fee is required for any improvement that is to be served by the Town's water or sanitary sewer system. Please refer to the schedule of fees for the current major facility fee amount.
